"Quit complaining. You’re the one who got the better deal", Kuro shot back, rolling his eyes. "Marshall D. Teach would’ve had a heart attack if he knew someone like you existed. He spent decades hiding under Whitebeard just to achieve what you’ve effortlessly gained."
True enough. Teach had bided his time in Whitebeard’s crew for years before finally gaining the strength to hunt Devil Fruit users—a feat Lidasit accomplished overnight. Yet here she was, openly disgusted by a few "lowly" Devil Fruits.
As if Devil Fruits were something trivial!
Each one here could buy countless others—enough to purchase even a Golden Apple!
"Captain Kuro, the revised report’s ready", Klah announced, entering the room. "Should I send it out now?"
"Go ahead. I’ll skip the read-through. Too lazy", Kuro waved him off.
The report was transmitted instantly via the Fax Document Transponder Snail. To those above, it was just another entry in Kuro’s record—another massacre of a hundred thousand souls, now coupled with the capture of a regional king.
In Mariejois, the report arrived the moment it was sent.
In the Rights Chamber, five elders sat in their usual, unchanging poses. Without these poses, they might as well lose their identities as the Five Elders.
But today, their brows were furrowed. The report on Kuro lay discarded, replaced by a newer document in their hands. A heavy silence hung in the air.
Finally, the curly-haired elder spoke. "The situation has turned unexpectedly dire."
"Stalemate", added the Bearded Elder.
The blade-wielding elder nodded. "If they fail, we’ll share the blame. We cannot allow the Grand Line to spiral into chaos."
"Prepare the Navy for action. Perhaps we should strike first", the red-skinned elder suggested.
The map-obsessed elder sighed, picking up Kuro’s report. "The Grand Line grows more unstable by the day. Yet Kuro remains reliable. His handling of this matter was appropriate—killing a king and a hundred thousand souls over the world nobles’ deaths is a measured punishment. It asserts our influence without alienating member states."
The blade-wielding elder scoffed. "Multiple world nobles dead? That’s a dangerous signal. Kuro should lead the preemptive strike. Let him observe the results firsthand."
"Agreed."
The others nodded.
"Let Sakazuki handle the meeting. Professional matters require professional hands."

A few days later, Kuro strolled lazily back to Headquarters.
No sooner had he docked at the port than he was summoned upward. Sakazuki wanted to see him.
Arriving at the top floor, Kuro entered to find familiar faces gathered—Sakazuki, Shiranami, Aokiji, Storbery, Vice Admiral Togeko, and…
"Blamenco? You’re here too? Meeting time already?"
Kuro claimed his usual seat beside Sakazuki—the position once occupied by Gramps.
"Yes, Blamenco. We’re holding an emergency session", Sakazuki said grimly.
Blamenco nodded, handing Kuro a document. "Admiral Kuro, please review this."
The solemnity in his tone made Kuro’s expression harden.
What crisis could this be?
Scanning the document, Kuro’s eyes widened. He shot to his feet with a sharp whistle.
"You’ve got to be kidding!"
He slammed the paper. "How’s this even possible? Who drafted this analysis? Do they have any credibility? This can’t be real!"
The report detailed Wano Country. Authored by Cipher Pol agents still there, it outlined the dire situation: Kaido and Big Mom’s alliance now faced the risk of being overthrown by Luffy’s coalition.
This was classified as a critical threat!
Sakazuki leaned forward. "The higher-ups demand a decision. They fear that if we wait until chaos erupts, the Navy will be powerless to contain the Grand Line."
Shiranami nodded. "We summoned you because you’re an Admiral—and because you contacted Wano Country six months ago. You understand the situation best. Analyze this."
"Impossible! Absolutely impossible! I’m not underestimating Luffy, but don’t get me wrong—Wano’s ragtag rebels are all trash!" Kuro growled, grinding his teeth.
"This report claims an 'extreme risk'? What proof? How could they grow strong enough in six months to topple two Emperor alliances? Are you mocking the world’s strongest? If this were true, we’d lose face globally!"
The so-called Super Novas trained for a year or two at most, hiding in Wano like mice. Now this report claimed they could defeat Kaido and Big Mom’s coalition—and with high confidence?
This was an insult to the Navy’s pride! To Kuro’s pride!

Blamenco activated the Transponder Snail’s projection. Light flickered, forming images on a screen. The footage showed chaos—residual combat energy ravaging the Flower Capital.
One photo stood out: Kaido in his Dragon Human Form, flanked by Big Mom astride her thundercloud. She drooled, tongue lolling, wielding Napoleon and Prometheus in each hand. Facing them stood familiar figures—Luffy, Zoro, Law, Kid, Killer, and the "Massacre Samurai" Killer.
"Three days ago", Blamenco began, hands clasped behind his back, "Luffy’s coalition officially declared war against Kaido and Big Mom."
