Kuro spat, tilting his head back while clenching his cigar. “Devil Fruit users are eerie, sure. But even Kaido and Big Mom have made countless mistakes. These Devil Fruit users, though—one mistake and they’re dead.”
That was the difference.
Devil Fruit users were unpredictable, but at the end of the day, their bodies were still mortal. Life was still life.

Lida thrust her palm forward. Five bursts of Fishman Karate erupted from her fingers, slamming into Hansa’s body and making his fat jiggle violently.

Hansa roared, but his voice abruptly faltered. His body softened, then crumpled to the ground.
Lida withdrew her hand, disgusted. “Ugh. That flabby flesh is too gross. I don’t even want to touch you.”
She’d mastered imbuing Fishman Karate with abilities long ago, back when Kuro was still hunting down Shanks in the East Blue.
Seeing Hansa fall, Tawish immediately shielded Edmund. “Your Majesty, retreat! I’ll hold them off!”
“Doubt that’ll work.”
Kuro’s voice echoed beside him.

A black blade flashed, cleanly severing Tawish’s head.
Kuro flicked Autumn Water clean, ignoring the now-headless corpse, and fixed his gaze on Edmund’s exposed face behind it. “If you surrender now, you’ll live. Keep fighting, and I’ll show no mercy.”
“I can’t die,” Edmund laughed maniacally. “You forgot? I’m immortal. I ate the Cicada Devil Fruit and became its Contractor. Any contract I make—spoken or written—is binding. The moment I gained this power, I forged a pact with over a million citizens of Dominica. As their King, I allowed them to live on this land, and in return, they pledged me their wealth, rights, military strength—even their lives.”
“You know what this means, don’t you? They die for me. You think the man you just killed was me? No. Every time you kill me, one of them dies instead.”
Edmund spread his arms, laughing wildly. “They’re my subjects! I am the King of Dominica! I hold life and death authority here—this kingdom is mine to do with as I please!”
He lowered his head, glaring at Kuro with gruesome intensity. “Kill me! Go ahead—wipe out the entire population of Dominica! You used Pacifista before, didn’t you? Do it again! If you’ve got the guts, come at me!”
Doflamingo frowned. “Tough Devil Fruit user?”
Borsalino closed his eyes and waved his hand, signaling the encircling Navy forces to retreat.
No choice. They couldn’t operate like this.
“You bastard!” Kas stepped forward, shouting at Edmund. “What kind of qualifications do you have to call yourself King? Those people are your citizens! You’re not striving for their prosperity—you’re exploiting them! Even their lives aren’t safe from you?!”
“You don’t understand anything!” Edmund’s voice trembled with rage. “You think this underground station became this way by accident? You think I haven’t—”
“Hold it.”
Kuro abruptly cut him off with a wave of his hand. “I don’t have time to listen to your story. Can’t kill you, huh? Bring me some Seastone Handcuffs.”
If you can’t kill someone, just slap on Seastone.
He was Navy, after all!
Cuff them in Seastone and toss them into Impel Down. Who cares about immortality or how many lives they’ve stolen? Let’s see them escape from there!
After the last breakout, Impel Down had tightened security even further. If this guy tried escaping again, Magellan might just lose his position as Deputy Warden.
Kuro’s words stunned Edmund. “Seastone? You’re using Seastone?”
“That’s right,” Kuro nodded, glancing at Borsalino and Doflamingo with mild disgust. “You two been fighting pirates in the Grand Line so long your brains’ve gone stiff? What were you retreating for? When dealing with Devil Fruit users, just use Seastone. What’s hard about that?”
Borsalino suddenly realized, snapping orders. “Deploy the net launchers!”
Soldiers rushed forward, aiming their guns at Edmund.
These weren’t ordinary bullets—they were nets embedded with Seastone.
Wrap him up, slap on the Seastone cuffs, and it’s over.
“I’m the King! You have no authority to arrest me!”
Edmund panicked. “I’m a member state’s King!”
Kuro exhaled another plume of smoke. “You might not know this, but royalty only exists through mutual recognition. You’re King because over a million people in Wanokuni recognize you—that’s bottom-up recognition. But top-down? The World Government’s the one that grants you member state status.”
“And right now,” Kuro’s voice turned icy, “I represent the World Government. I don’t recognize you. Legally speaking, you’re nobility—but that title of King? I don’t acknowledge it. So you’re not the King anymore. Got it?”
