Kuro bared his teeth in anger. "Damn it, issue a general alert. Lida, Klah, you two are coming with me. Kuro hung up the call and continued shouting at Klah. "Issue alerts to all Navy forces near Dominica and order them to head there immediately. Conscript merchant ships if necessary. Evacuate all personnel from that Kingdom!"
"Evacuate?!"
Klah was stunned for a moment before quickly snapping to attention. "Yes! I understand!"
Everyone understands what World Nobles are like. The official mission is to destroy everything in that nation, but only if they can arrive before anyone evacuates. If the personnel retreat before then, the mission confirmation won't count.
That's exactly why Kuro is only calling on Vice Admirals from his own faction or moderates. Those under Hawks would unquestioningly carry out orders, no matter what.

"Understood! Kuro!" The Navy personnel shouted back.
Sazil's body slightly bent forward, his teeth bared in anger. "If I ever find out who caused this mess, I'll make sure they learn just how fearsome Sazil Kuro can be!"
