Faced with Kas's heretical words, Beti swallowed hard, her eyes wide with shock and fear.
The civilians behind her were even worse. After hearing Kas's words, they recoiled in terror, dropping their weapons. The sound of sticks and bricks clattering to the ground filled the air.
This declaration was too outrageous!
The courage they had drawn from the Devil Fruit's teachings was instantly erased by these words.
Wilbur shook his head and said, "Only through Justicefaith indoctrination will this work."
The people of Dressrosa feared no wickedness. Anyone within Dressrosa's territory who had received Justicefaith teachings would recognize nobility exploitation as wicked. Yet even they had once been afraid. Nations like Matlu, however, had seen enough. A combination of force and incentives could save them.

Justicefaith did not preach that nobility were an exploitative class or that capital itself was wicked. It simply taught the correct values. But as operations began, the "wickedness" of nobility and capitalism would naturally take root in people's minds through actions. No need for words.

She could not comprehend it, nor could the civilians behind her.
Kas shook his head. "Mr. Kuro's rejection of your Revolutionary Army was justified. I used to think you were an influence that protected civilians, but now I see you've done nothing of the sort. What exactly is your Revolutionary Army's philosophy? Overthrowing the World Government?"
They deliberately targeted member states, removing them from the World Government's influence, but beyond that, they did little.
While they did protect civilians, it was no different in scale from the Navy combating pirates. In terms of intensity, the Navy's efforts were naturally far greater.
"No, we've never sought to overthrow the World Government. We only aim to topple the world nobles! We believe the world nobles' existence is wicked. The Heavenly Gold system itself is unjust!" Beti declared.
As a member of the Revolutionary Army, she could openly voice this. The civilians around her merely nodded, unshaken.
"World nobles?"
Kas rolled the term around his mouth, his eyes gradually narrowing. "Those things aren't even worth fearing. World nobles are nobility, yes, but they're just clustered in one place. Traceable, like an anthill fixed in a single spot. If you want to topple nobility, why not destroy every nation's nobility?!"
Wilbur interjected, "Revolution? Do you even deserve that name? If you're too scared to overthrow nobility, how can you call yourselves the Revolutionary Army? What are you afraid of? Revolution means toppling nobility! Stop fixating on the world nobles. You can't even reach Mariejois! Start elsewhere, work from the edges. The devil's in the details, understand? Silence fell. The only sound was the distant cries of Navy personnel aiding the wounded.
The civilians bowed their heads, clearly unwilling to hear Kas and Wilbur's words.
Beti opened her mouth, desperate to reply, but found herself speechless.
What could she say?
As an officer of the Revolutionary Army, Captain of the East Division, and wielding significant influence, she had never considered this path. Not even Chief of Staff Sabo or Captain Dragon had thought this far.
This idea was too shocking!
Was this truly the Navy?
She had fought pirates and criminals, but even the most wicked pirate or cruel criminal would never speak such words.

Yet now, two Navy officers voiced these unthinkable truths—and left them with no rebuttal!
Because Beti herself found these words disturbingly reasonable.
Kas stepped forward, finally standing before Beti. His towering three-meter frame loomed over her, his gaze descending on her as she barely reached his chest.
Beti looked up, meeting Kas's eyes before hastily lowering her head.
Was that gaze filled with contempt?
"Scared?" Kas asked slowly.
Beti bit her lips, saying nothing.
Kas removed his hooded cloak and draped it over Beti's shoulders, fastening the buttons one by one.
A Navy hooded cloak was essentially a coat with sleeves, though no one usually wore one.
"You're underdressed. Button up."
Kas's hands moved from Beti's neck, across her chest, to her waist, fastening each button deliberately. Tilting his head, he leaned close to her ear and whispered, "We dare."
Beti's expression snapped up in shock, disbelief flashing in her eyes.
What did this Navy officer just say?!
"They're here! They're over here!!"
Suddenly, a group charged forward—Matlu Kingdom's soldiers, weapons raised, ready to storm them.
"Those rioters are here! Arrest them all!" the commanding officer bellowed.
Kas turned his head, his eyes narrowing.
Boom!!
The air itself seemed to freeze in that instant. A white torrent surged forth, streaked with crimson, washing over the soldiers.
The charging soldiers stiffened. Their eyes rolled white, weapons clattering to the ground as they collapsed in unison, none spared.
"Conqueror's Haki!" Beti stared at Kas in horror.
This Navy officer possessed Conqueror's Haki?!
Was this too outrageous?!
Was he among the one-in-a-million rulers of men?!
After incapacitating the soldiers with his Haki, Kas turned his still-feral gaze upon the civilians. "Enough. Go home. You're not ready for this."
The civilians' earlier fervor had long crumbled under Kas and Wilbur's words. With Kas's lingering Conqueror's Haki radiating, they had no fight left. Bowing their heads, they truly turned and walked away.
