Chapter 1012
David sat on the throne in Dressrosa’s Palace, watching as Wang Long and Liu Sheng Shi Hu were voluntarily bound in chains and dragged into the grand hall. He had changed into a new set of attire and now held a copy of Justice Faith in his hands, his expression curious as he examined the two captives.
“You’re saying,” he began, flipping through the pages of the confiscated book, “that you two came here seeking answers?”
This book had been taken from Wang Long, and the moment David laid eyes on it, he understood everything.
Throughout his conquests, the Justice Corps had been invaluable. Many enemy soldiers had been drawn to the ideals of justice within its teachings, believing righteousness should be upheld in such a way. Combined with Dressrosa’s strict policy of never oppressing civilians or their homelands—only engaging in combat with enemy soldiers—the villages and towns under opposing influence began to view Dressrosa favorably.
The policies implemented in conquered territories further solidified this. By adapting Dressrosa’s model while preserving local traditions, extracting the essence and discarding the dross, many regions surrendered willingly.
With faith, military might, and widespread influence, Dressrosa had become an unstoppable force. Even David himself had been captivated by Justice Faith, the very text Wilbur had adapted to resonate with the people of this world.
“Yes,” Wang Long replied fervently. “We seek answers. Previously, I felt the Grand Momentum of unity under ‘Colossal Shield’ Kas, but now, having arrived in Dressrosa, I realize the true pinnacle of this collective momentum lies here—in Dressrosa and within this Justice Faith!”
His voice rose. “A Dressrosa guided by Justice Faith will surely reveal the path to true ‘Power.’ Please, allow me to stay! No—just let me live here!”
“Same here!” Liu Sheng Shi Hu interjected, his head jerking forward defiantly. “I found the right answers with ‘Big Gun’ Wilbur. I wanted to see for myself how Dressrosa lives, whether this nation shares that same truth—whether it’s a place where residents trust one another so deeply they can turn their backs without fear!”
David lifted his chin, pride evident. “Of course. I would entrust my back to any citizen of Dressrosa, and they would unconditionally place their trust in me. This is a nation built on trust!”
Under the universal adoption of Justice Faith, the people had come to understand the true essence of justice: the beauty of humanity. No one, not even the nobility, could resist such beauty.
Yet, as per Kuro Mr.’s strategic doctrine, feudal capitalist nobles who oppressed others had already been purged by David.
Gazing at the two eager figures, David sighed and rose, retreating to an inner chamber.
Inside, he retrieved a Transponder Snail from his robes. “What do you think?” he asked, activating the multi-person communication device.
The snail was already linked to several key figures.
One was Green Bit, the island just across the bridge from Dressrosa. Once home to the Little People’s Tribe, it had been integrated into Dressrosa’s Justice Faith after King David resolved prior conflicts. The Marine Base stationed here was under Kas’s command.
The Little People’s Tribe possessed a unique farming talent, allowing Green Bit to sustain itself without external supplies. This ability had not gone unnoticed by David. As full citizens of Dressrosa, the tribe had joined the grand conquest, aiding in agricultural development and Devil Fruit cultivation across conquered regions.
In another location, Wilbur sat in his office at the Marine Base in Kolf Kingdom, a territory nominally separate from Dressrosa but effectively aligned. He stared at the snail, recalling the earlier conversation. “Wang Long? He escaped from me before, but he’s not bad. Though he’s a pirate, he’s never done anything truly outrageous. Let’s give him a chance to join Dressrosa.”
Liu Sheng Shi Hu nodded. “And Liu Sheng Shi Hu fought me to a standstill. But he seems changed, influenced by your ideals. He’s strong and hasn’t committed any crimes. He could be an asset.”
Wilbur added, “Earlier, when we met with Vice Admiral Klah, he mentioned Kuro Mr.’s plans. Kuro Mr. wants to cultivate pirate influence. Perhaps beyond joining us, these pirates could serve other roles.”
David nodded. “Strong allies are always welcome.”
Kuro Mr.’s long-term strategy, divided into seven phases, had only begun. The first phase—unifying conquered territories under Justice Faith—was underway. The second involved establishing laws, taxation, and infrastructure, though progress was slow due to shortages of funds, supplies, teachers, and doctors. David often joked about raiding Lord Legend’s fabled [Heavenly Treasure Vault] to solve his problems.
The greatest issue remained manpower. With Cyrus deployed elsewhere, Dressrosa’s leadership was thin. Unlike Totto Land, where Big Mom’s children served as ministers and regional governors, David lacked such strong lieutenants.
But Klah’s earlier words and Wilbur’s insight offered a solution: attract talent. The Grand Line’s largest reservoir of capable individuals? The pirates.
As long as they adhered to Justice Faith, even pirates could be integrated—hunting other pirates, gaining influence, and expanding Dressrosa’s reach. Wang Long and Liu Sheng Shi Hu were proof of this path.
Yes. This was the way forward.
