Gaara " So you plan to unite Ninja world."

Ryu " Yes."

Ai " I understand the dangers you spoke of but... to unite Ninja world, impossible."

Mei chipped in " Correct. Even if others accept our decision because of our strength, people with evil will still lurk among us. We won't even know if the person is right infront of us."

Ryu " This is an Oath stone, it's not something of our world. It took me some time to find this."

Minato was curious " What's it's purpose? "

Ryu placed the stone on the table " This stone is special, it's closely linked with Heavenly laws, if anyone makes an Oath with this stone, their soul and body will marked by Heavenly laws and if they ever defy his Oath, his body and soul will be destroyed. It's impossible to hide, even if you split your soul and make the Oath you will still end up dead."

Everyone's eyes glowed, if what Ryu said was true then it's not impossible to unite the world.

Ai " What if someone destroys this stone? "

Ryu " Impossible. Oath stones are made from a special material. Even in their raw form they can't be destroyed, they can only be processed onto different shapes. Once that's done you can't destroy it or process it. Oath stones are linked to Heavenly laws, can you destroy Heavenly laws? "

Everyone pondered, what Ryu gave them was a reasonable solution. If they could incorporate every village as one then their strengths will soar. The only problem after that would be time to increase their strength.

Personal details cannot be accessed by just anyone. Only higher management has the authority to check on a person's details when something pops up.

Clearance level indicates their authority over certain things, like to access the library Ryu spoke about one needs to get approval from all elders as well as the supreme leader.

Contribution points refers to their service to ' Shinobi '. If they have enough points, all they gotta do is swear they are from ' Shinobi ' and they can get any manual from the library.

The discussion continued for hours, but none of them felt tired. They saw hope, hope for a better future, hope to get stronger. By the end Ryu said

" Also to facilitate travels between villages, I will place teleportation circles in every major village. "

Onoki was startled " You can do that? "

Ryu " Of course I can."

Ai " That's good. If any village is in trouble we can give backup."

Onoki and the rest turned silent. If it was an alliance or war they would fight for this position but now it's different. They are electing a person to watch over entire ' Shinobi '.

Tsunade was surprised but nodded her head " True he is a good candidate. I propose Itachi."

Mei " I agree."

Gaara " I have no objections."

Ai " Hmmm, he is a good man. I have heard a lot about his past, he is truly fit to lead ' Shinobi '. I agree as well."

Onoki " That kid is a good one, Calm, strong and compassionate. I agree."

Gaara stood up, as did everyone, he spoke " So it's decided Itachi will be the candidate for Supreme Leader position."

An organisation Who's name echoed through mortal realms was born today. But that's for the future.
